Looking at a map, I think if Israel didn't have so much international favor on their side, they would all be killed tomorrow. A lot of Muslim nations could band together and wipe out the geographically isolated Jews (this is the stated goal of several organizations) if they did not have all of the international support.
Also, stability in areas like the Balkans is more important for the US/EU than in Rwanda and Darfur...may have more to do with economic/geographic impact than racial sympathy.
But I agree in many cases the US/UNs decision-making when it comes to genocide/terrorism is suspect.
